RLD Superintendent Trujillo Presents Regulation & Licensing Department’s FY 24 Budget

SANTA FE — New Mexico Regulation and Licensing Department (RLD) Superintendent Linda Trujillo has testified before the New Mexico Legislative Finance Committee, seeking approval of the agency’s proposed recurring $49 million budget for fiscal year 2024, in support of vital programs and services to New Mexicans, and $8 million for non-recurring funds for modernizing the departments technology services.

Superintendent Trujillo testified that with over 500,000 transactions per year, including health and occupational licensing, building permits and inspections, in 35 industries, professions and trades, the agency must focus on removing barriers to licensure while ensuring public safety and consumer protection. 

“One of RLD’s most important responsibilities is to ensure regulations are providing appropriate consumer protection without imposing unnecessary burdens or cost for underserved populations and small businesses,” Superintendent Trujillo said. “This includes streamlining the application process for licensure and timely review of license and building permit applications.”

To reach this goal, Superintendent Trujillo identified three key priorities: 

  • Priority #1: Continue efforts to address equitable access to licensed professions to reduce unnecessary barriers to licensure;
  • Priority #2: Reinvest $5 million dollars from license revenues to complete the development and implementation of a health, occupational and professional licensing platform; and.
  • Priority #3: Continue collaboration with the Department of Information Technology (DoIT) to modernize the department’s communication system and diversify cybersecurity strategies to address evolving internal and external cyber security threats.
