Dr. Paula J. Dobriansky’s Oct. 28 appearance before The Council on International Relations (CIR) represents the third Fall 2014 lecture in a series of four focusing on the crisis in Ukraine and its ramifications for Europe, NATO and the United States.
Dr. Dobriansky is the country’s longest-serving under secretary of state, having served in the Bush administration between 2001 and 2009. Her lecture, as distinct from the first two held, will review highlights of the major players’ foreign policies of the last 25 years, all leading up to the current military and political crisis in Ukraine.
Dr. Dobriansky will deliver her lecture at 5:30 p.m. Tuesday, Oct. 28 at The Santa Fe Women’s Club, 1616 Old Pecos Trail in Santa Fe. This is expected to be a heavily-attended presentation, so interested parties should reserve tickets as soon as possible. Tickets are priced at $15 for CIR members and $20 for non-members and guests. Dr. Dobriansky has been and remains a leading US foreign policy expert, having served as a diplomat and advisor to five US presidents, both Democratic and Republican. Of partial Ukranian descent, she has specialized in the political and military affairs of Eastern Europe, the former Soviet Union and now Russia. She served as Under Secretary of State for Democracy and Global Affairs in the Bush administration for eight years. At present, Dr. Dobriansky is Senior Fellow at The Belfer Center for Science and International Affairs at Harvard’s John F. Kennedy School of Government. She is likewise chair of the national board of the World Affairs Councils of America, CIR’s umbrella organization.
Dr. Dobriansky graduated summa cum laude from Georgeton University’s School of Foreign Service, and earned her Master’s and PhD degrees in political and military affairs at Harvard University. She is a Fulbright-Hays scholar and a member of Phi Beta Kappa.

The Santa Fe Council on International Relations is a nonpartisan, 501c(3) nonprofit educational resource. We are dedicated to promoting the understanding of international issues and cultural affairs and to promoting “grassroots diplomacy.”
CIR provides discussion opportunities, lectures, seminars, travel opportunities, student outreach activities and international visitor meetings. CIR’s activities are designed to stimulate dialogue within our community about current foreign affairs issues and help educate members, students and the community about current foreign affairs issues that affect the United States. Specific activities include the International Lecture Series, World Affairs Discussion Lunches and Dinners, Spotlight events and programs for international visitors. Each activity provides fun, social exchange and a broadening of international knowledge and understanding.
International visitors reach us through an arrangement with the U.S. State Department and other organizations; we regularly host over 285 such visitors annually with targeted meetings and discussions on a wide variety of subjects. CIR volunteers set up and participate in these activities. Also, with the aid of volunteers, we provide home stays, home hospitality (dinners) and receptions for the international visitor leaders.
CIR has over 680 members who are supported by an Executive Director, Executive Assistant, student interns and over 80 volunteers. Members have access to the CIRcular—CIR’s quarterly newsletter, discounts to events and the opportunity to participate in member-only activities. In addition to supporting these activities, membership fees and donations allow us to provide scholarships and free admission to events for students.
CIR is one of more than 100 nationwide affiliates of the Global Ties U.S. (new name for the National Council for International Visitors) and a member of the World Affairs Councils of America.
