Alfred John Roybal, Jr., 36, a resident of Arroyo Seco, passed away unexpectedly on Friday, August 9, 2013.

He was preceded in death by his paternal grandparents, Martin and Maria Roybal; maternal grandparents, Jose Alberto and Martha Lopez; beloved niece he helped raise, Mercedes Roybal; brother-in-law, Adam Villarreal and uncles, Patricio, Benito and Martin Junior Roybal.

Alfred served as a police officer for the Los Alamos Police Department for 11 years and also served previously with Taos and Santa Fe Police Department.

LANL Scientists Show Muon Imaging May Offer Hope of Assessing Damaged Reactor Cores

WASHINGTON, D.C. ─ Critical to the recovery efforts following the devastating effects of the 2011 tsunami on Japan’s Fukushima reactor is the ability to assess damage within the reactor’s core.

A study in the journal AIP Advances by a team of scientists from Los Alamos National Laboratory (LANL) shows that muon imaging may offer the best hope of assessing damage to the reactor cores and locating the melted fuel.

I live with lists. I don’t always follow them, but they provide both a compass and a reminder. Somehow, when it comes to management issues, though, I rail against lists.

Los Alamos county government, being a constitutionally empowered home-rule (combined city-county) municipal corporation, vis-a-vis the Home Rule amendment to the New Mexico State Constitution, enacted in 1970, can create its own health inspection subdivision, and its own set of rules … and write in a special exemption for “outdoor architectural restaurant appurtenances, etc.” as such.
 
Of course, this means the county will have to have an oversight & enforcement mechanism.
