Proclamation
Pursuant to the Regular Local Election Act, NMSA
1978, Sections 1-22-2 to 1-22-19 (as amended), I, Maggie
Toulouse Oliver, New Mexico Secretary of State, by
virtue of the authority vested in me, do hereby issue the
following proclamation:
That a Regular Local Election is called to be held
throughout the State of New Mexico and in each county
and precinct thereof on November 7, 2023; and
That a Regular Local Election shall be a nonpartisan
election, and the names of all candidates shall be listed on
the ballot with no party or slate designation; and
That all municipalities that have opted to elect their
officers on the Regular Local Election ballot, where
applicable, shall conduct the runoff election pursuant to
Section 1-22-16 NMSA 1978, either as a top-two runoff
election or as a ranked-choice runoff election; and
That the City of Las Cruces and the City of Santa Fe shall
conduct a ranked-choice runoff election on the same ballot
as the Regular Local Election to be held on November 7,
2023; and
That the City of Albuquerque shall conduct a top-two
runoff election following the Regular Local Election,
should one be necessary. If a top-two runoff election is
necessary, it will be held on December 12, 2023; and;
That a Regular Local Election shall be held to elect
qualified persons to membership on a local governing
body and, where applicable, to elect municipal officers for
the following offices:

Declaration of Intent to be a Write-in Candidate for the
Regular Local Election shall be filed between 9:00 a.m.
and 5:00 p.m. on Tuesday, September 5, 2023.

Proclamación
De conformidad con El Acta de Elecciones Locales
Regulares, NMSA 1978, Secciones 1-22-2 a 1-22-
19 (según enmendado), yo, Maggie Toulouse Oliver,
Secretaria de Estado de Nuevo México, en virtud de la
autoridad que me ha sido otorgada, por la presente emito
la siguiente proclamación:
Que se convoca a una Elección Local Regular a efectuarse
en todo el Estado de Nuevo México y en cada condado y
precinto del mismo el 7 de noviembre de 2023; y
Que una Elección Local Regular deberá ser una elección
no partidista, y los nombres de todos los candidatos
deberán ser listados en la boleta sin designación de
partido o lista; y
Que todos los municipios que hayan optado por elegir a
sus oficiales en la boleta de la Elección Local Regular,
donde corresponda, deberán conducir la elección de
desempate de conformidad con la Sección 1-22-16 NMSA
1978, ya sea como una elección de desempate entre los
dos primeros o como una elección de desempate por orden
de rango por preferencia; y
Que la Ciudad de Las Cruces y la Ciudad de Santa Fe
deberán efectuar una elección de desempate por orden de
rango por preferencia en la misma boleta que la Elección
Local Regular que se efectuará el 7 de noviembre de 2023;
y
Que la Ciudad de Albuquerque deberá conducir una
elección de desempate entre los dos primeros después de
la Elección Local Regular, en caso de que sea necesaria.
Si es necesaria una elección de desempate entre los dos
primeros, se efectuará el 12 de diciembre de 2023; y;
Que una Elección Local Regular se efectuará para elegir
a personas calificadas como miembros de un órgano
de gobierno local y, donde sea aplicable, para elegir a
oficiales municipales para los siguientes puestos:
